The subject was worthy of being recorded and certainly would have been an interesting street portrait but..... and please don't take this the wrong way, you need a better camera or at least a better understanding of how to operate this particular camera.Helpful 1 14 January 2014
I say this based on the EXIF data which I know is not always accurate when it comes to focal length but as far as shutter speed and ISO, is rarely wrong. An ISO of 100 should not have rendered such a grainy (Noisy) image. So, either the quality you've chosen to have the camera record the image has been set to extremely low or you have altered the image somewhat in post processing, it can be and, should be improved.
The shutter speed of 1/13 sec is fairly slow and a higher ISO setting would have afforded you a faster shutter speed but at the peril of having an even noisier image. Thus the trade off of high ISOs. I highly suspect the camera's image settings have been altered as the other photos you've taken (with the same camera?) are crisp and clean.
