What do you like?
A picture and a place with a lot of potential. I like the composition.
What would you improve?
I assume that it is handheld photo and you busted up to increase the shutter spead. Hense, you lose some of the detail. Perhaps due to some movement as well. Furthermore, you get all these strong highlights. I do not know how could you improve it in post processing. I would suggest that you went to the place again and use tripode to get it right.

What do you like?
Nice "city" feeling to the shot. Particularly like the way you captured the glow in the sky
What would you improve?
I agree with Maria about cropping out some of the bright white lights at the bottom, perhaps somewhere above the deck of what appears to be a restaurant at the bottom left. Then clone out the other white water areas.
It might be interesting to crop from the right as well eliminating three or four rows of window from the right hand building. A taller, thinner picture might strengthen the feeling of the tall buildings that are the hallmark of a city.

What do you like?
I like the details in the buildings nice composition ,its a pretty place nice shot
What would you improve?
I would crop part of the water where the lights are blown out ,I think less its better ,or try to reduce the lights in front, but it is a nice photo
Wiemelt@GeoPav you are right, unfortunately I don't live in Chicago so Won't be there very often, also I took it with my phone and thought it turned out alright for a cell phone shot... But I did want input on what could be improved if it were camera. .so thanks
