Blur as in depth of field? My recommendation is to always try to get the blur you want in the camera so you don't have to do it in photoshop. A large aperture will help with that. If you don't have a large aperture (1.4 or 1.8), then moving objects further away that you want blurred will help.30 April 2012
However, if you DO end up in PS and need to blur stuff, you have a couple options. If you only want a very slight blur, try using the "blur tool" on the toolbar (looks like a drop of water). This is very subtle, so play with it for minor changes. To blur much more, go to Filters > Blur. Gaussian Blur is my personal favorite. Create a duplicate of your original picture, and try the gaussian blur (or any other blur listed there) to see how it looks. You can play with how strong it looks by sliding the bar up and down. It WILL blur the entire photo, so you'll want to create a clipping mask for the blurred layer, and then just choose which you want blurred by painting the mask with black (to hide blur) or white (to show blur).
